After graduating from Frostburg State University more than 2 decades ago with a degree in Geography/Cartography, Rob has been involved with the creation of maps and data for the DoD, to local and federal government agencies. He has also been involved in the raster to vector conversion of contour maps for the DoD, the update of the National Flood Insurance rate maps for FEMA to the update of the parcel map of Fairfax County VA. He transitioned his local experience with Emergency Preparedness from Fairfax County into the Federal realm and became involved with Situational Awareness Mapping and Emergency Preparedness with the Department of Health & Human Services. As the GIS Team Lead within The Division of Fusion for Assistant Secretary for Preparedness and Response for the last 10 years, Rob has moved the use of GIS from static images sent to the field via e-mail to dynamic viewers and on-line applications that are used by many departments of HHS, Federal Partners and Non-Governmental Organizations to coordinate and collaborate with HHS for planning and preparedness as well as for response and recovery from man-made events and the unplanned events of nature and man. The incorporation of data from many sources (Federal and NGO), mashing them together while keeping the ownership and stewardship where it belongs has been one of the driving forces in the newest on-line system that is now being incorporated into the business process at HHS.
